Ministry of Environment, Romania (funded by the European Commission) This project was concerned with strengthening the capacity of institutions in Romania to implement the environmental acquis communautaire and to develop environmental action plans at a local and regional level as a mechanism for contributing to legislative implementation. Légiste provided technical support and training to Romanian lawyers on the analysis of Romanian legislation in the context of the environmental acquis, directed the development of a methodology and guidance on the preparation and implementation of environmental action plans (including relevant policy and legislative issues, procedural issues to give the plans legal force, prioritisation, implementation timetables and economic/ funding aspects) and developed a methodology for selecting judats for the preparation of LEAPs based on a wide range of criteria.
Ministry of Environment, Estonia (funded by the European Commission) The project concerned the development of a national management system for Estonia to help achieve EU reuse, recovery and recycling requirements for packaging waste and to ensure all packaging materials placed on the market met the “essential requirements”. Working as part of a multi-disciplinary team of experts, Légiste was closely involved in consultation exercises with all key actors in the packaging chain to achieve a consensus on proposals for a new national management system for packaging waste. This involved facilitating workshops for Ministry and other stakeholder project participants. The project involved studying comparable systems in existing EU Member States, undertaking a legislative gap analysis, implementation planning and a preparing drafting memorandum for Ministry lawyers on legislative proposals to complete transposition of the Directive into Estonian law.
Ministry of Environment, Poland (funded by the European Commission) This project was primarily concerned with implementation of the ELVs Directive. Légiste played a key role in consultations with industry bodies and senior management from all the major vehicle manufacturers and importers in Poland to achieve a consensus on a new management system for implementing the Directive and in assessing selected national vehicle dismantling and recycling facilities against EC standards to determine capacity building requirements. Légiste took the lead role in developing a strategic implementation plan for the Directive (e.g. actions, timescales, costs, institutional arrangements to support compliance/ enforcement etc.). In addition, Légiste undertook a legislative gap analysis and drafted proposals for the Ministry to assist in completing transposition of the Directive in Polish law and to implement the institutional arrangements necessary to support the new management system.
